Can't figure out if 440 square miles is too big or too small for a city in my fantasy novel.

Well, considering that Hoboken, New Jersey is a city and is a mile square, 440 is probably a good size. Considering also that it's a fantasy, you just have to take other aspects—of your choosing—into consideration, but it's really up to you.

440 square miles is a rectangle 22x20. Or a square just under 21 miles on a side. Or a circle 11.8 miles in radius.

Something to keep in mind is just what sort of tech they have. Getting water in and sewage out for a city that size will be a problem.

Getting food in and garbage out will be a bigger one.

You may want to read thru my various Chivalry & Sorcery sourcebooks (I think I still have them) as they go into a lot of details about what it takes to do various things with medieval tech.

Then you can allow for various levels of magickal help to see what it takes to make things workable.

Hint, Rome, in Roman times had to make rules that banned wagons from the city proper during the day to avoid totally clogging the streets. The wagon loads of goods and food going in and other stuff going out kept some of the streets fairly busy much of the night.
