11:60 (actually 23:60) *is* a legit time.

Whenever they have to add a leap second, the time goes like this:

23:57 UCT
23:58 UCT
23:59 UCT
23:60 UCT
00:00 UCT
00:01 UCT

And if they ever have to drop a second, it'll go like this:

23:57 UCT
23:58 UCT
00:00 UCT
00:01 UCT

Leap seconds usually get added just before Dec 31 turns into Jan 1. But they can also be added at the end of June 30. And there are provisions in the standard for adding them at the end of other months, but that's unlikely to be implemented any time soon (many millennia from now, maybe)
